Full details haven't been released but I think the qualifying events are open to any current members of the US Chess Federation.

That is my understanding, based on some previous discussions I've had with staff. Some of the events make actually replace the scheduled events, though I'm not sure how that's going to work yet since I haven't seen the full schedule.

the tournaments will be posted on the USCF members only club page right, like if I go to the upcoming events section for this club, the tournament will be there right?
