I was changing themes and this happened...

now that doesn't look quite right.

This happens when you quickly keep changing the themes (I have had experience with this).

The current page has the right background but the hover-over UI is stuck with the previous background. No real issues as it is just processing time. Refreshing the page should set it to the right background.

I don’t really know why that is like that. It could be part of the theme.

Nothing is wrong with it, it's just the person who complained changed the background to the current one again after a previous one consecutively so that the hover-over UI has trouble setting it again. Not Beta related, just refreshing the page disregards the "problem"
