I guess that was a "10% Accuracy" forum in terms of relevance.
I once played a blitz game and when the dust settled, my accuracy was 2.7% and my opponent's accuracy was 1. something. I'm pretty proud of this accomplishment. Goes to show, that someone as unremarkable as myself, can achieve remarkable feats
Mostly, it has to be a player who played the fool's mate, otherwise no chance of 10% accuracy, maybe my lowest acc was 70%+ I don't know. But you do not have to worry about accuracy, as it is just an evaluation of the way you played the moves, timing of them, annoying threats, etc. Just focus on your game, thinking too hard on bad accuracy makes you feel worse. Example I played a game when I was 1900 against 800 or something and lost so badly, Then I wanted to see how I played, where it went wrong and then I saw I had 71% accuracy. That made me feel terrible. So yeah, in short to your answer, 10% accuracy is possible with mostly one 3 move checkmate, The Fool's Mate
It is possible, several years ago i saw a guy send a game he played where he had less then 10% accuracy.
I remember the time when if you had very low accuracy, it would show the Danny face instead of the number... the good old days (https://www.chess.com/forum/view/general/accuracy-easter-egg here's a picture of it you're curious)

Yeah i remember that.
I played a game against a opponent who forgot about his e-pawn in the king's gambit and got checkmated shortly after, although the checkmate was really quick, he got a 47.1% accuracy. This got me thinking, is 10% accuracy possible? Even by a 100 rated chess player? What are your thoughts on this topic, and if you have ever witnessed it, share your thoughts about it
