well is minute maid rip-off?You can say"I like Pocket Chess,it's fantastic"and"Uselessness is bad i absolutely hate it",but you cannot say "Pocket Chess is official,and uselessness is a rip-off".

or,your way to decide if is a rip off is to see 0930 in or not.

also official means staff,or CGAs. you are testers or players,that doesn't mean much.

The directory only lists Pocket Chess as a "Creator Challenge".

so.... I guess this also fits in your criteron.

Also, I will admit I am wrong with the fact that I define what counts as official and what not, but still, CGA's opinions count.
