How do you evaluate this gambit which appears to be the twin brother of the Evan's gambit? Do you play it?

If you are playing white, which is what I assume you are asking, what is the purpose of black playing 3. ...Bxb4 ?

I am especially interested in talking to you about this because I play every game as white that I can with the first two moves but have never tried this follow up.

It's like the Evans' gambit, if Black grabs the pawn then you play c3 and d4 and the center is yours otherwise if he declines you grab space in the queenside.

Here there are continuations that I faced on live games but of course I'm looking for advices from experienced players ...

First off, thank you for sharing with me - I might have to try this soon.

Secondly, why don't we start a vote chess with the first 3 moves scripted?  I think that is a GREAT way for a team like ours to discuss this position.  Are you up for it?
