MW - Update Rule #3.11 and 3.12

The war has changed in the past two months. With this we are changing the allowance of how many fights one may have at any time in the Medieval War event.

The max amount of battles on one territory is now 4 (3.11)

Rule 3.12 will remain basically the same, except you can still decline a battle if you have 3 battles, but you cannot accept any battles if the territory has four battles.

LOL on May the fourth I posted you can only have 4 battles HAHA!

Max is four battles.

If you are coming from the outer edge the max is still 3 ongoing battles.

Completed battles are not counted, nor are null ones.
