Unfortunately, the position is too unbalanced. Red and Blue have a big advantage by blocking d12 and l4, which blocks 2 yellow and green pawns. Another not minor advantage is that Red and Green can promote their pawns forward, however Yellow and Green cannot, or at least it would be difficult for them.
Another reason to decline is that the main ways to win is to shuffle or to get luck. If you attack someone, most likely you will lose material and lose (unless you get luck and checkmate someone). Shuffling guarantee the first or at least, if other players team up against you or someone gets luck to claim win, second place.
Despite the fact it is very fun under bullet time control, rated listed positions must be playable, balanced and fair under any time control.
