NCV Testers are selected every 6-18 months depending on need, through an application (or I suppose a test), you can see a copy of the most recent application here: https://forms.gle/hGUZcyryWwZBjewW7. You can fill out random answers to get past the "required" questions to see the different sections; I'm not going to be reading any submissions on this one though, since this application was almost a year ago already. The current CGAs then review every application and eventually come to a common consensus on every applicant. If you're an active player and creator (e.g., we see stuff you're doing regularly), your application will definitely be stronger, but other than that we don't give preference to anyone.

CGA promotion is more sporadic and I'm not gonna go into detail, but in general it's at the head CGA's discretion.
