I was banned at a school, once back home I was able to log on.  This is above your pay grade.  Note the error 1015 and the phrase rate limited.

This is typical when a site blocks access from a set IP address.  Someone at chess.com's site management team deemed your school a threat to the site and has come to the phenomenal conclusion the whole IP address be blocked. 

Only half of the class was banned.

also, not chess.com's fault, most likely your school's fault.

I guess you have a very hard time reading, "Only half of the class was banned."  I just heard from chess.com, it was their fault.  Chess.com is working on it.
