this variant is a forced win for green since they can always beat blue to the hill

firstly, what @VarostTheFlail said in the comment above, this is a forced win. Additionally, there is no variety -- it is possible to make a versatile and fun variant that only has 1 piece per side, but that doesn't hold true here, as each player's moves are forced and it's really just a 50/50 of which colour you get.
tl;dr, there is no strategy.
But with 4 litle diferences:
1. Is capture the king.
2. There are 3 dices.
3. If the same pices appears more than once you can move it that number of times.
4. If you can´t move a piece that dice says roll again.
