Serious response: No, this position is actually a forced win for white.

if there's a forced win, what is it?
1. White leaps over Black's rook
2. Moves up 1
3. Moves right 1
4. Take the black rooks
5. Repeat step four until all of Black's rooks are gone.
The best Black can do is to mirror, and white's first-move advantage will give them the win.

Actually no, it's a forced win for Black. The way bare piece rule works is that if a player has 1 piece left, and it is NOT IN STALEMATE AND HAS NO CAPTURES, then the player is forfeit. After White takes Black's last rook, Black isn't forfeit because they can take White's last rook. After doing so, it will rotate to White's turn, making White forfeit.
So yes, I was wrong. It is a forced win for Black.
