This has been a problem for ages. I didn't realize it was a bug since I assumed there was a flair that looked like the account closed symbol, but there isn't.
Not showing the account was banned

I bug reported. It works fine in an archived game, just not when on the Review.

It actually looks like the hit-box for the profile pop-up likely covers that so the tool-tip won't show.
