They spawn somewhat under the vines, cutting the tips off for a little

A constantly shifting platform is very hard to get on top of. At the same time platforms don't cut off vine tips that well.

Even if it did make sense the vines wouldn't be cut off much.

You said you put the platform right on the ground and jumped up. I'm pretty sure the vines can go more than a foot off the ground.

It's not really that little. You say you are moving around, but your first action was jumping up, which would give the vines enough time to hit you. Then you started moving around and dodged the vines
I've already stated that nubby doesn't get hit and the vines don't get dead. Nubby, where are you headed? Flowey is a good bit away from you still.
As he is moving around I summon my vines back to me
Wait, is he just putting a platform below him on the ground to dodge the vines? Surely some of them would still hit him
