There's no indication of that, so I wouldn't think so. With new members joining all the time and the limited number of people that can get into the higher leagues, I wouldn't think that's going to be the case.
They will reset when released to the rest of the site
When you go to your league division, and click the "Week 38" button, it appears that there have only been 2 weeks, this one and 37. There definitely haven't been 37 weeks in the league so far, so maybe this should be reset back to 1 and 2?
