Easy: I was the contact admin for that club, but I'm not in it anymore. I notified the administrators about their specific need to appoint someone or withdraw. I got no answer, but I believe the declined challenge is their way to answer.

Therefore, unless provided with more information, Opening Book Club is considered to have withdrawn from the competition. All open matches can be cancelled (or played if you want) and will not count for the overall ranking. Past matches will be counted as byes for opposing teams.
