Maybe some of the clubs in the unrated sections prefer to participate in the rated section so they can compete in larger groups!

In my opinion, rated games for endgame practice is fair if both players have about the same rating but not if the difference of rating is bigger. In our club we have many strong players and I want to them to participate in this practice.
