Shouldn't we ALWAYS get +1 from tactics rated 'pending', regardless of accuracy?

No. I believe these tactics have a provisional rating. I believe they should show us the provisional rating based on the previous tries with a P to let us know it's new. 

It's rated 1800 now.

It possible you were the last person to solve it to kick it out of pending into standard and thus got a rating for it.
