I also dont get credit for submitting this bug cuz it's not submitted through the "report a bug" button ;P
Firefox doesn't work either as I have said in my update its because of a pesky "href target= '_self'" HTML code

Overview: Report a bug button under the help menu has no response when clicked
Environment: Chrome Version 65.0.3325.162 and 66.0.3359.181
(Official Build) (64-bit) Windows 10
Steps to Reproduce: 1. Go to the help section under the main menu
Click "Report a Bug"
Result: No response
Expected Result: Report bug page should load
