You built it in a snowy biome. The only way to change it is to get some program to edit the biome.

No I didnt build it in a snowy biome because I saw it rain, and the water never turned to ice
Yes! Place torches around the snow and ice. It's a permanent solution.
Maybe you just updated to 1.7? 1.7 has different biomes and the biome would change when you updated.

you could just build a huge roof over it... and the forming of ice can not be helped. you are in a snow biom so all of the water will turn to ice unless there is a block over it.
use glowstone furnaces or torches near the water, they keep it from freezing.
if the world has cheats, use the command /toggledownfall

Dude you just made it snow again!
I was building this really cool obstacle course, with like 17 stages or something. But then suddenly it started snowing and messed up everything! THe whole map is covered now, and i have to keep spamming /weather clear 1000000. Also, it looks ugly now and the water in the course froze into ice. Is there any way I can change it back, so that the snow melts and the ice doesnt regenerate?
