Spamming new accounts?

There's this guy in my club that keeps spamming links in chat to his new club. I keep on banning him but he keeps on creating new accounts to spam and advertise and it's gotten to the point where I need to make the club private to stop him from coming back. Are there any other ways to fix this?

Report the account for spam. And for duplicate accounts
