As you can see, the target time is 1:03, and I solved it in 0:23. So, shouldn't the speed bonus be 100%?

You should have received 100% + technically.
It is pending so it must be an error in the program.
I don't get the 1 second analogy. And 1/3 of 1 is 33.33% But I have no idea what this has regarding the price of coffee beans in China!
Anything under the speed bonus time is automatically 100%. of the score. Your score regarding the speed bonus when exceeded is dependent upon the logarithm used.
Also the lowest speed bonus is 70% no longer how much time you take!
