You need an amount of battery to play pacific time controls, or be charging your device, because running out of battery is considered cheating, and counts as you abandoned the game, and you lose.

Running out of battery wouldn't be considered cheating.

I think what they mean is that they lose by abandonment if they run out of battery, but honestly people should check how much battery they have before playing chess.
