If they don't send one, you can probably request it. But, I'm pretty certain you'll get one.

I wouldn't worry about it until after you renew and get the renewal mailing after (which should include the card).
But then for some states it would be a pain for them because you would have to wake up at their midnight which is like EST time 8.
When I mention pain, I'm mainly talking about advertising of events. We already get a lot of questions about when the tourneys are and they are the same time every week.
Also, I don't know exactly how flexible the automated scheduling for live tourneys is -- it may not support an every other week type option. Not saying that certain times aren't a pain for people to be able to play in. We are never going to find the perfect time for the majority of people.
Until it gets to a point where we don't have to baby-sit the member list in the hour leading up to the event (due to a bug) it is would be a pain point for administering the member-list also, to make sure only verified members make into events.
That all said, things may change in the future but I think that will have to come with increased demand for the events and right now attendence is growing only in the Monday events and falling in the Wednesday and Friday ones.
Finally, It isn't midnight in any state when it is Eastern 8
(but I get your point).
@hsong1 When I renewed they never sent a new card; my card that I have still says it expires March 31, 2015.
There is a contact form on the USCF website. You can always use that. I think there may be a way to request one there. That said, my renewal e-mail said they are sending a card, so you can probably wait until then too.

I renewed my membership at the end of last month and I got a new card.
I can't really answer that questions. As long as they have your address I don't see why they wouldn't send you a card, no matter how you renewed.
And I don't think you can block staff. Thought mods couldn't be either but guess they can (though they can still moderate stuff even when blocked).
