Recently, I played against an Indian chess account while I was playing my opponent got a better position and had attack going on then all of sudden my opponent typed "gg" even though the game haven't ended. Then after I made my move he typed "i see it" in the chat then he typed "lmao I want to see you crying" in the chat not knowing what to do I resigned from the game and reported him to chess.com for trash talking. My question is that, will he get banned?

Nothing in that exchange seems like a bannable offense

If people in chat talk like that you can simply turn off chat or block said person

Maybe he genuinely loves seeing people cry (he's a kdrama fan etc.).

That said, I think turning off chat is a good idea if these things bother you. After all, you are here to play chess, and chatting/socializing is optional. Least that's what I think.

Proposed Solution: Turn Chat OFF for everyone but ON for your friends. Unfortunately there are some very rude people out there. But it is good they are strangers and not your friends.

IF they say gg before the game ends, stall the clock... They deserve it

I often say "GG" if I have a winning position.

stalling is already a problem, be better

I sometimes say gg before I resign when It was a an interesting game and I'd like to compliment my opponent.

The problem is if your opponent is capable of recognizing that he has a losing position. It is not our place to tell him. I have said "GG" before the end before, but as the winner I had better be promoting a pawn in K v KP.
