--> White Queen cannot capture Black Queen.

So they cannot trade their pieces.

 

2. Winmate

A player whose king is stalemated wins the game

In this position, Black wins the game.

This could be interesting, although I would suggest allowing pawns to be traded so that the position doesn't completely lock up. +1

If it's white's move you can just do Qe6+ then black will be forced to do Qd7+ and then white can do Qd7#

If it's Black's move, yes. Otherwise, Qd7#.

Edit: Actually, not if kings can be adjacent.
