I (admin for Hobart) sent Kaliningrad a challenge a few hours ago, which they declined without giving any explanation why. I have sent them another challenge, which can be viewed here: https://www.chess.com/clubs/match_challenge/1820722 What should I do if they decline this challenge as well?

The situation seems to have resolved because they have accepted our new challenge. The match can be found here: https://www.chess.com/club/matches/1068238 Hopefully Kaliningrad is able to find 5 players before the start of the round.
