Weakest characters of all anime

Who do you think can qualify as one of the weakest characters in all of shonen anime/manga? Specifically, characters who get decent amount of screen time (instead of completely forgettable filler passerby's), but are supremely impotent and always are useless in battle. 

Do such characters even exist XD since usually they don't get enough screentime. If you think of any, tell us below in the comments!

perversion doesn't necessarily mean weak, also he's shown to actually be quite useful in combat. He got an intern opportunity with the Lurkers too so yea.

yh but u asked the 'weakest' not the 'least amount of help' because shinobu is also vvvvv weak but very helpful during battles too
