That usually happens when there are members in the topic that have been muted. Their posts still count for pagination, but won't display due to the mute.

It only goes up to page 606 for me (your link seems to be trying to send me to page 608). Maybe the empty pages have been deleted.

The empty pages don't have any comments, yet are staying.
I don't know what's going on
