does scholar's mate happen often?
Scholar's mate has happened a few times (I got hit one in my first few Fog of War games). But I wouldn't recommend it against anyone 1400+, they'll be playing a defense that blocks it.
TBH, something like the Four Knights Italian is solid, because it puts your Knights in a position to give you some line of sight into the middle + allows your bishops to activate / start using their long range to its advantage, but it also blocks the diagonals for a bishop / queen to immediately attack your king.

Personally, I like this as White. It usually wins for me.
After that, I like to push pawns and move the knights. It gives pretty good vision and blocks any win quick gambits like the Scholar's mate or the Wayward Queen.
