In my neighborhood, not everyone plays chess and even if they do they are just beginners.
In school, some students are 900-1200s but when it comes to school management and authority who hosts their so-called chess tournament they don't even know that there are different formats like classic, blitz and bullet, proper rules like 50-move and 75-move rule, etc. There are no chess clocks and pieces are inconsistent (same board and have pieces from different set due to being lost. They don't even know about swiss and arena formats. They just show that they do something.
In our area, a tournament does happen, but I don't think many people know about it. I have never been to that tournament. As I live in the suburbs, it is also difficult to go to the main city center for tournaments due to traffic jams.
