Why can't i do this?

i am trying to make a rated tournament but i could not do it. Rated is off, i am trying to turn it on it is not moving

Don't know. There are certain circumstances where the rated toggle is grayed out. Do you know what your other settings were?

My other settings were the same as always but i cannot make the tournament rated which i have done a lot of times previously
