See chess.com gives the option to change the rules for a variant of your choosing,but you cannot create a new variant the people who made chess.com can freely make new variants. But meanwhile us normal people can't do anything. I think that everybody can send their variant idea to the staff and he will check it out and if they think if it is a good idea then they should make it a variant. And also i would like to point out that in 4 player chess then if the endgame becomes white king vs. black king no other pieces then the game still goes on.
