I'm fairly sure that it's more than 30 levels(in my experience it's usually a little less than double of that, but your game knowledge seems thorough besides that)

it usually brings me to around level 67 if I have between 0-30 levels
levels is weird because the number of levels depends on what level you are at currently, 12000 xp is the easiest way to put it, no matter where you are, so we're both right and wrong
