Why is the new interface capped at 9+ notifs?

I apologize if this was already posted, I tried to check but there were too many forums all vaguely about "Notifs". If this is, lock, delete, and provide a link.

Anyway, I get a lot (about 250) of notifications a day, so it is helpful to see exactly how many I got or at least if I have over 200. However, in the new beta interface, it is capped at 9+ notifs per the photo:

Should we set a higher cap to minimize confusion among people with a lot of notifications?

Hover over them and it should give a count.

It does and that's not hard, just be in ten active clubs

It only works when you’re on a laptop, and when you have a cursor.

I tried hovering over the notif count with all sorts of devices from a normal Lenovo laptop to an iPhone with a mouse to a DJI drone controller (don't ask) and none of them worked. I can tell from others that it worked in the past but then it stopped working for them too. I wouldn't know for myself because:

1. I joined Beta relatively recently.
2. I question everything.
3. Maybe it did happen to me in the past, but I didn't notice because I am always so tired and I overlook the small stuff.

that has never worked for me before, and anyway why would we have to hover to see the amount? why not just show we have 200 notifs? wouldnt that be more simple?

Pretty sure it was a design decision to keep the sizing at a specific point.
