Ya it must premium membership can do that. Basic member has limited features. If you ask us why? Maybe only staff can answer that.

Its not the point to create a club for you, BUT you can`t become SA without a premium membership. 

My proposal: search for a member who sponsor you and give you for 1 month a premium (yellow star), that is not so much money. 

In this month you create your own club and become SA. 

When the premium membership is over, you still stay SA  But you may not leave that position, because only with premium you can become SA.
