This isn't a WOF. An imbalanced NCP isn't the same thing as a WOF; the WOF must be exciting and have an actual element of luck or an interesting imbalance (different royals in The Hedge Maze is an interesting imbalance; one player with extra pieces is not an interesting imbalance). Furthermore, this position is not actually imbalanced in the traditional sense: everyone has roughly equal chances, despite the dreaded combination of hill regicide. Therefore, this position cannot be a WOF. However, there is a dearth of strategy in this position: no progress can be made without teaming, and teaming is impossible unless someone blunders. There really isn't any way to play for a win, so this would not work as an NCP either. You pointed out some strategies in your post, but trying to bring your king to the center is not feasible if your opponents are paying attention, even in a hyper game, and NCPs must be playable in all time controls.

Rules: 4-player custom position game. Royal kings have 3-checks with KOTH, Capture the King, and Ox2 rules. There are no pawns in this game, so promotion is off.
Theme: This position's theme is very simple, get your king to the center. In order to move your king, you need to create space by moving your non-royal kings to the side, forming a clear path on which to win. Another strategy is to block your opponent's king using your own, non-royal kings. This strategy is very important because you do not want another player to reach the center before you.
