why is the next WCC not until 2016?

There was Carlsen-Anand I in 2013, now Carlsen-Anand II coming up in late 2014, so why no WCC next fall? Instead I look online and see that the next one is scheduled for 2016. Why? Who decides this stuff? Is there just not enough money to support it every year? That seems a little hard to believe.
In other words, I want to get to the Carlsen-Caruana match sooner rather than later! Let's see it already!
