In my opinion a forum troll is an individual who isn't interested in participating in any regular activities or discussions, but pursues the simple and only goal of causing disruption and drama wherever and whenever they possibly can. I think those are the kind of people Terminator is referring to.
I feel like that is a good definition for the worst type of trolls. The kinda-joking trolls are generally okay unless they overstep and start causing mayhem and/or disruption.
