What if they don't think you played a good game?
refusing to say gg after someone says it first

First of all, your opponent could have chat disabled or didn't see you typed a message.
Second, it is not obligatory for your opponent to say you played a good game.
Third, to "to make them wait" is a practice known as stalling and they can report you for it. It is bad sportsmanship, as @medelpad pointed out.
Fourth, in any case, your opponent being a "bad winner" is not an excuse to be a "bad loser".
So no.

i hope it was not you , but i had a guy that messaged me , calling me names because i didnt answer his questions in the chat to be fair, i didnt even saw that he wrote something .... but still

Oh give me a break. Suck it up and hit "new game". Spending any amount of time thinking about why someone didn't send you an insincere platitude is just lame. Move along.

you are exactly the type of person i would block. you just dont get it and thats fine. you just wont get to play against me again.

Alot of my losing games end with me telling my opponent gg before i resign to see if they will acknowledge and say gg back. If they ignore or refuse to say gg is it ok for me to make them wait for being a bad winner??
If you want them to report you for stalling then sure.

Guess it's just as good as any other reason to stall. You could also infer that anyone who doesn't reply gg hasn't fed his cat either.
Just rake up that anger and justify whatever it is you want to do. Stall, cheat, troll ... You do you dude. It's never your fault anyway.
