Freedom of speech is about limits on governmental ability to restrict discourse. Chess.com can limit rights to posting and can give members the ability to block other members as well.
Is there at least a way to turn off notifications from that topic then?

That has been an issue for quite a while. Not sure how complex that code is and why it hasn't been fixed yet. Probably just more complex than I think it is, based on how it is coded, and maybe not a high priority fix.

Yeah it’s simply a case of removing the textbox and post button for blocked users, but keeping the follow button. I’ve made websites before

Says the toddler with his block set..."I've built skyscrapers before". Just checking out the code, modifying it, checking it back in, adding comments, and doing whatever digital/paper trail is required to document that it is done is more than 10 minutes. Then there's QA covering each platform affected, then there's packaging up the code for with the next rollout, then there's the actual release. That's in a good development shop. In a bad one, even finding the issue in the code and researching what accesses that code and needs to also be reviewed could be hours or days by itself.
Chess.com is not a Wordpress site you throw up in 15 minutes.
All that being said, this bug should have been gone by now 
...because it has been coming up for years.
