I got possibility to buy 1900 chess book for $100. Condition is ok. Is it worth it?

Book collecting - or simply book purchasing- is a very personal thing. If you can afford it and it will give you pleasure owning and reading it, go ahead.

"Schiffers was considered a selfless man who was happy to share his knowledge. He went down in history as one of Russia's first chess teachers; in 1889, he was the first to give a public lecture on chess theory. He wrote chess columns for various St. Petersburg newspapers and the magazine Niva. From 1894 to 1898, he was publisher and editor of the chess newspaper Shakhmatny Shurnal. He published serial articles in his chess columns entitled Samoutschitiel shachmatnoj igry [The Autodidact of Chess], which was published as a book in St. Petersburg after his death in 1907 and remained a popular guide until the Soviet era (revised again in 1926 by Nenarokov), going through many editions." According to the English wiki, he was 10 years national champion and is said to have given knight odds to his pupil Chigorin (also born 1850) when they met in 1873. From 1877, they went on to play four matches (Schiffers winning one).
