Does anyone know a book/course on strategy and thematic tactics with rooks? I'm not looking for rook endgames, but just general play with rooks.

Chessable has a couple:

The Secret Life of Rooks

and

Rooks on the Attack

Have not tried either of them, though.

An outstanding work on rook play is Open Files by Uhlmann & Schmidt. This was loaned by a friend and I would rank it better than 90 % of chess books. Clear, practical and understandable by all levels.
