I found stockfish often has elo limiting capabilities. Please note 'limiting elo' is misleading as a 1600 player vs a 1600 computer is a totally different animal (the 1600 lowers it elo either by making purposefully suboptimal moves while 100% of the time catching on any tactical naunce that is 6ply or less is simply inhumane).
As such, I suggest playing 'with odds' against the normal version of the engine rather than playing a 'lower elo' version if you are actually seeking improvement. Try playing it when it has no rooks, no queen side rook/bishop, then steping it up with various other odds.

Note that was a guesstimate for player versus player rather than an all out engine, but will point you in the right direction as far as the fact that playing games against the engine when it has less material will probably substantially increase your chances of having a fair fight. Good day.

Can anyone recommend a UCI-compatible Android chess engine that supports limiting the ELO?
Since I can't buy a physical "old skool" chess computer I figured a physical set plus an engine + "Chess for Android" GUI, which supports audio move announcements, would be a reasonable compromise.
