Chess Openings: Traps and Zaps

1. e4 e5
2. d4 exd4
3. c3 dxc3
4. Nxc3 Bb4
5. Qd4 Nc6
6. Qxg7 Qf6
7. e5 Ne4
That is it. I don’t understand why in move 7 Black did not capture Whites Queen here. Whites next move is Bh6. He does explain other things, but not this.

I think there is a typo... move 7 should not have been included and is in fact illegal (7... Ne4 is not possible). The argument for a typo is strengthened by two facts:
- the diagram shown on the page is after 6... Qf6, and
- the text discussion on the page refers to 7. Bh6! as the surprise winning move.
After 7. Bh6! Qxg7 8. Bxg7, the h8-rook is trapped and lost. White's next move will be 9. Bxh8.

I wonder if this book was originally published in descriptive notation and reissued later translated to algebraic. They could have totally botched the reissue. Although now that I think of it, I believe Pandolfini's otherwise excellent end game book is plagued by a host of typos too

Yes. The moves 7.e5 Ne4 are "typos". White actually plays 7.Bh6 as indicated in the discussion. Yes there are typos in the book, but not too many (I also own the book), and being the intelligent chess player that you surely are, with a little reflection you can probably figure out what the correct moves are!

I believe Pandolfini's otherwise excellent end game book is plagued by a host of typos too
You're not wrong. Here is the Errata for the Pandolfini's Endgame Course book:

Print and stick it with your copy, assuming that you haven't discarded your book yet.
