USCF has no preference for increment or delay. The organizer of each tournament chooses if the time control is going to have increment or delay (or neither but that is rare these days). Most tournaments in the US used to use delay but now it's probably close to a 50-50 split between delay and increment, with increment probably overtaking delay at some point in the near future.

Most clocks do both increment and delay.
