The notches in the top of the Rooks seem to be of different size, as well as the thickness. I agree with Gunvald123, this could be a mixed set.
happens often with vintage sets that were once produced in masses and widely used by chess clubs in a certain area. I'd still prefer this 'mixed' set over any indian reproduction though, it just oozes with that Yugo-Mojo

Possible that not all of your pieces were manufactured in the same year ( a mixed set so to speak). Even if that's not the case, just look at the typical indian made tournament sets of the day; they'll often have pawns of 3 different sizes.
That said, this table/set combo is stunning. The only piece in this Dubrovnik version that doesn't 100% satisfy me is the Queen (yes i know, i am a bit OCD when it comes to my Queens :D); everything else looks fantastic imo.
All the pieces have the same color felts, so possibly the Rooks were from different batches made at the Factory.
