Instead, a Rook must be exactly 3 squares away from it in any direction, the squares in between cannot be blocked by pieces or guarded by an opposing piece, and all this piece can do is castle in any direction. So the first time, it can castle with a rook on a1, d4, or g1.
So Evil twin on d1, Rook on d4, d2 and d3 are not covered or occupied, you castle, Evil twin to d3, Rook to d2. Then you can move Rg2 and Rg3, and then castle the evil twin again, Evil twin to f3, Rook to e3, etc.
Once both rooks are captured, he will never move again, and can only be captured by the opponent. If he blocks a pawn or bishop of yours, tough luck!
