Excalibur GameTime 2 or DGT North American.  The latter is preferred but harder to find in that price range.

Easy to set.

Nice graphics.

Many clock settings, including stuff like 60 moves in 100 min. and then sudden death in 30

Adjustable settings of sound and clock light

Nice, heat-sensor  buttons

The downside is that you can't hit the buttons with a piece.

I think you mean Chronos... They are very hard to find nowadays. At the price the OP is looking there is nothing I would recommend, perhaps a GameTime II or Saitek used on eBay. If you could consider spending a bit more there's the GameTime II, Saitek Competition and DGT NA.

DGT 2010 is your best bet or its upgrade if there's one out now.

Take a DGT 

Preferably a DGT 2010 or a DGT North American version. 

Mechanically very solid and all the options you ever want for time controls.

DGT N/A for the money. Bought mine on Amazon Prime for $39.97 which includes shipping, that is you have Amazon Prime.  But it is far ahead of the competition for that price.
