No, if the king is in check or if any of the squares it must pass through is under attack, it cannot castle

Was the Bishop covering the square the King passed over? (cannot castle) Was the Bishop attacking the Rook? (castling allowed) Was the castling being done on the queen-side (0-0-0) and the Bishop was hitting the square on the b file? (castling allowed)
