Improve strategy help!

Hey every one

I need a strategy trainer app for pc or android(if it be pc app is much better),something similar to chess.com,s chess mentor that learn what is the best position and the best place for pieces to develop and why...?!

i didnt mean opening trainer.i mean position after two sides developed their all pieces and there is no available tactic,somewhere you should move or exchange your pieces without enough ditinct target.

you know tactic is depend on strategy.if you dont develop or move your pieces in the best square you cant have any good tactics to do!
